Why not use a simple SFL -programme.

If you have a code table (file) you can define a code called MENU with the 
different menus as values.

Use those values to define the menu lists (one SFL programme, one edit screen, 
one PF)

Use that PF to fill a menu SFL.

Just a thought. Perhaps more flexible than the suggested UIM panels.
