Since the site is working for me and Doug, but not for some of you, I'd say that the problem is likely an Internet routing problem rather than a problem with IBM's servers. In other words, some areas of the Internet backbone are unable to route packets to that server, while other areas are able. This would likely be a problem with one of the major ISPs who run the backbone, and probably not a problem with IBM. Though, it's a good idea to tell them about it so that they can make inquiries and get it resolved.
