Short answer - look at the QUPSMSGQ system value. You name a MSGQ there, which you usualyy monitor with a program that will handle shutdown. You could CHGMSGQ to *BREAK delivery if you want. Delivery is not controlled by the system value. There may be conflicts with a monitoring program and your change of the MSGQ.
