Is the profile you are connecting with allowed to execute commands i.e LMTCPB(*NO) ?

This is an iSeries for both sides.  I've checked the exit points and it
appears that there is no exit program defined for either system.

wrkobj *all/sndmsg turns up two, one in qsys and the other in qsys38 with
both calling the program QMHSNMSG.

Here is the help server output:
