V3R5 was a tricky release, but here goes. 

Try creating an output queue (CRTOUTQ) and specifying a value for the
RMTSYS parameter. Like this:

CRTOUTQ OUTQ(CDG)               
        RMTSYS(*INTNETADR)      
        RMTPRTQ(OTHOUTQ)        
        AUTOSTRWTR(1)           
        CNNTYPE(*IP)            
        INTNETADR('192.168.1.1')
                                
You can also specify a host name for RMTSYS.
