If my memory hasn't failed me, it was introduced at V3R6, since object
conversion is the process of taking a cisc program and making it run on
risc.  This of course answers your Q#2, since you'd want all your programs
to be converted.  I don't think this has ever forced objects to convert
every time.  Conversion is a one-time event.
