Usually preceded by a job that ends a subsystem that automatically starts, 

then submits a job to it to do startup tasks.  For example

SBMJOB CMD(DLYJOB DLY(300)) JOBQ(OneAtATime)

PWRDWNSYS OPTION(*IMMED) RESTART(*YES *FULL)

I find a simple SBMJOB works just fine for the occasional IPL.  To do
one this Saturday at 11PM:

SBMJOB CMD(PWRDWNSYS OPTION(*IMMED) RESTART(*YES)) JOB(IPLSYS)
JOBQ(QCTL) SCDDATE(022804) SCDTIME(2300)
