That's odd.  Because, yes you do pay extra for 5250.  However, iSeries 
Navigator is a freebie.  Therefore, how is the ability to access some of 
these features tied into a charge?  Assuming that by "only way to access 
half the latest OS/400 enhancements" you meant iSeries Navigator.

On the other hand, everything I've ever heard about CA supports my
suspicions about it being overpriced bloatware that nobody'd buy if IBM
weren't making it the only way to acccess half the latest OS/400
