AFAIK, an ENDSBS won't help in the slightest and will only prevent other jobs from starting in that subsystem until an IPL is done, unless someone knows how to restart a subsystem that hasn't ended yet. I believe that requesting a subsystem to end causes a request to go to all jobs in that subsystem to end first. And only when the subsystem detects that all jobs have actually ended, the subsystem can then end. If a job is hung and won't end, the subsystem just keeps waiting.
