RE: Processing EDI stream file from Medicaid?

It could just be proprietary data shoved into an EDI envelope so it routes
thru a VAN properly.

That ISA and ISE smells like real EDI.  It may be time for you to start 
looking at purchasing an EDI translator.  Caution:  they tend to be tiered 
priced.
