Then the auditors are easily duped if they think that people sharing 
MYSECOFR is more secure than people sharing QSECOFR.

Have you ever had to sit in that little meeting room with the auditors and
their 20 questions on QSECOFR?...That is definitely one reason.  Also 
audit
logging is another.
