I agree absolutely with your comments; unless the workstation controller has
somehow slipped into word-processing mode for that device, the arrow keys
"should" never leave the tube.  However, Chuck has already swapped out both
the keyboard and another terminal, and both had the same symptoms.
Rebooting the controller seems a reasonable alternative in the absence of a
skilled person locally who can examine the configuration.  Something is
kerflooey and the system is not performing according to specs.
