It depends how the programs are "waiting". I have various long-running monitor programs ("tasks"); after one wakes up, I use the SHUTDN opcode to check to see if the job/subsystem/system is terminating. There is a reason to have a QINACTIV for interactive programs: security. The concept of a batch program is that it does work and ends.
