Where does ADDSMTPLE go?

I'm trying to transition to a new system, but I can't seem to get the
SMTP anti-relay settings right. I'd like to pull them from the old
system, but when I try through OpsNav it coughs up an unexplainable "DDM
server not started" error.
 
So can anyone help me one of two ways, first to understand what normal
settings I should have to prevent relaying but allow incoming mail and
outgoing mail from devices on the local LAN (I thought *NEAR but the old
system has *LIST), or on where I can find the values that are in use on
the old system that were added with ADDSMTPLE?
