Can we have Two active window formats at once?

 
 http://www.martinvt.com/Code_Samples/2_subfiles/2_subfiles.html

shows what I want to do.  The sample works just fine but the user can only
select from the window that is active.  To choose the other window the user
must cycle the program.  Is it possible to make a window active when the
cursor enters the wiindow?
