How about a VB or VRPG program that is launched from the iSeries that runs
on THAT PC with RUNRMTCMD?

It could use the necessary Office automation methods to extract the data
from the specified cells in the spreadsheet. This program could then either
put this data into a file and transfer or FTP it to the iSeries, or it could
send it as data queue entries to a data queue on the iSeries where a program
will receive them and process them.
