Scott - I have the admin instance working properly on a V5R1 system with only JDK 1.1.8 and 1.2. Are you signing on to the admin instance using a profile with sufficiently authorities? Check /QIBM/UserData/HTTPA/admin/logs/HTTPAdmin.log or the other logs in that directory for errors.
