At a basic level you would have to at least forward port 23 through your router 
and to your AS400.  That would allow basic green screen access to the AS400.  
If the outside PCs are using client access and need the advanced features of 
that (file xfer, etc), there are other ports that would need forwarded as well 
(don't have that list handy at the moment).
 
I'd guess the AS400 is set to reply to pings, but you may not be able to ping 
from the outside in to the AS400 depending on the config of your router and 
AS400.  You could just try to connect with Telnet from the outside and see if 
you get at least a connection.  If you get that, then a basic emulator should 
work.
