Does the app require user interaction? If not,
SBMJOB cmd(qsh 'shell command string')
Or, since it's included with V5R2 and beyond, try PASE. It's an even better
environment for running UNIX stuff (it's a version of AIX). You could have
a VNC server running in PASE, then log in from a VNC client. Don't know
whether there's an interactive tax for that. Consider QP2SHELL for
non-interactive
Then, of course, there's a full fledged conversion to a web-based app,
using an application server.
