I don't even think that you need observability from V3R7 to V5R2.  The
observability requirement occurred when crossing the V3R2 to V3R6 boundary.
With that said, if you don't have observability, you might be in trouble in
the future.

if you have observability you should be fine.

Also, make sure your LF's are in the same library as PF's or that your
PF's are restored first, if in different libraries...
