This is what i was leaning towards, but the data entry part was where I was getting stumped.
I checked out the swing tools, and the requirements page lists MS Office. I'm not sure this is an option, because the stores don't have office, and i don't think that's in the long term plan. I've bookmarked the page though just in case - it looks very workable.

Why not a Domino application using Work flow management. Create the Document from the 400 in batch, Route the document through the steps (People) necessary, and once completed use an agent as the final step to load the data back into the 400's tables ?
I your users are most comfortable doing this with Excel style spreadsheets, check out the Swing add-in tools for Domino Web Applications..
