We didn't have the specific problem you're having, but IBM recommended the
following to us:

ENDTCPSVR  SERVER(*ALL)
MONMSG     MSGID(CPF0000)
ENDHOSTSVR SERVER(*ALL)
MONMSG     MSGID(CPF0000)
DLYJOB     DLY(60)
ENDTCP
MONMSG     MSGID(CPF0000)
DLYJOB     DLY(120)

After that, we have

ENDSBS     SBS(*ALL) OPTION(*IMMED)
