                 the message is correct in telling you to use
the ADDRTGE command.

All subsystems must have at least one routing entry
if they are to have jobs running in them.

Take a look at QBATCH susbstem, and option 7 
Display Routing Entries.

You will need to add something like:
ADDRTGE SBSD(SVLON) SEQNBR(9999) CMPVAL(*ANY) PGM(QCMD) CLS(QBATCH)
