There are special restrictions when using ERRMSG or ERRMSGID.  They are
documented in the DDS reference manual ...

Specifically ...

     * When an ERRMSG or ERRMSGID keyword is in effect, no processing
       other than the processing for these keywords is performed for
       the record. If neither keyword is in effect, the record is
       processed in the normal manner.

You need to turn on *IN68 (leaving the indicator for the ERRMSGID off),
WRITE the record format, then turn on the indicator for the ERRMSGID and
EXFMT the record format.
