The (IBM) answer would be "yes".

Last week I was trying to use the Digital Certificate Manager(in HTTP admin)
using Netscape and all I could see was the "Get Started" (help) button and a
blank Navigation pane.  I called SupportLine and the answer was "Netscape is
not supported, use IE."

Opera ( http://www.opera.com/ ) worked fine though...
