What I suspect you'll see is a message like:
CPD1616 - Not authorized to user profile GAL.
Typically this job runs under QPGMR.
QPGMR has the following special authority:
Special authority  . . . . . . . . . . . . :   *JOBCTL
                                               *SAVSYS
If you logged on as QPGMR could you submit the job under user GAL?
