IIRC the as-sts is case sensitive, verify that it was entered in lower case. There also is an alias parameter - ALIAS('AS-STS') that needs to be in upper case. I'm pretty sure that this whole mess was added in V5R1. If you make a change to the service table entries you will have to ENDTCP/STRTCP before it will take effect. You also need to have the fully qualified domain name entered in the local host table. If this is all you're missing you may not have to recycle TCP.
