How about just create a save file, e.g. 
    CRTSAVF QTEMP/SAVF, 
then do a:
    SAVLIB oldlib *SAVF SAVF(QTEMP/SAVF),
then:
    RSTLIB oldlib *SAVF SAVF(QTEMP/SAVF) RSTLIB(newlib)
