That is due to not having the latest service pack installed. 

Make sure you have the latest service pack installed and you should be fine.
If you are looking for a minimal install, base.exe is all you really need.
But you should install the whole shebang to get it all.

we have a Win2K Server that is running Client Access Express 5.1. with
service pack SI02795.

We are going to upgrade our 820 to V5R2 (from V5R1). Will it be sufficient
to install the latest CAX service pack (for V5R1) or do I need to upgrade to
iSeries Access?

The server is doing some heavy ODBC stuff and we had lots of problems to get
it running as it is.
