If you already let them do the RUNQRY command as you stated below, they are only changing the data selection for the run they are doing and not in the query definition itself. If you only want them to run the query without changing the selection that has been set up, then DO NOT include the RCDSLT(*YES). I could be missing what it is you are really trying to do or accomplish.
