It took me several frustrating hours last November to figure this out, and
once I figured it out, I posted the solution back to the original thread on
Midrange-L.  (I guess I should have created a FAQ!)

Here is a link to a site that explains (in great geeky detail) the
differences between Active and Passive FTP, but the basic rule is that if
you are behind a router or a firewall you probably need to use Passive mode
FTP.
