Did you read the help text? From this it is clear that this parameter does not do what you want. RELDAYMON(*LAST) is the last occurrence of the day of the week in the SCDDAY parameter, and only when FRQ(*MONTHLY) is specified.

Just a reminder that so many answers to our questions are right at our fingertips.
