I have only run *CAPACITY balancing, not *USAGE. My recommendation would be to run it for 30 minutes at a time (during slow periods) until your drives look balanced. Disk balancing over time depends on how much of your data gets changed, so I don't believe there is any way to guestimate. As far as effectiveness, you'll have to monitor WRKDSKSTS and watch the stats there. What size are your drives? If you are adding drives that are faster or more than 2 steps bigger than your current ones you may have other issues to consider.
