There's an old info APAR (V3R1M0) at <http://www-912.ibm.com/n_dir/nas4apar.NSF/1be1a5b61b213a6c86256c23007048f4/1c28cd3c9d3daa7a862566a300565a21?OpenDocument&Highlight=0,cpd2120>. It says that you should also have some escape messages with details of what failed.

I see quite a few user spaces on our systems that seem related to TCP/IP.

There's also something about S36 environment.
