And therein lies your problem, I believe.

Remember that the cycle reads records ahead of moving the contents to the
variable names.  The message was issued during *GETIN when it accessed a record
and found a match field lower than expected.

No, it means the error was issued prior to making the record contents available
to your program.  Refer to a RPG cycle chart and the location of *GETIN.
