I believe that is up to the seller and buyer to negotiate.  I think the Proof of
Entitlement (POE) papers are somewhat like a car title, in that you may transfer
them to a buyer provided you quit using it yourself.  Often the seller wants to
transfer them to another iSeries of their own, so doesn't want to transfer the
POE for a licensed product to a buyer.

If the seller is consolidating systems, or parish the thought, moving to a
different system, they may be willing to negotiate the transfer of the POE's.

Or at least, that is my understanding.  I've never done it.
