Start Netserver on the 170, share the QIBM directory and then from your PC,
mount a drive to that 170 and run the SETUP.exe file...

How about something like:

Start a shell prompt
md c:\some\dir
cd c:\some\dir
ftp your.as400.com
cd /QIBM/ProdData/CA400/Express/Install/Image
binary
mget *

Then run the setup.exe
