Angela,
I assume that when you say that you started the
runrmtcmd on you PC that you mean that you started the
'Client Access Express Remote Command' services on you
PC?  If not, you need to.
Then make sure that the PC user match's the iSeries
User profile. (I believe that you can execute the
runrmtcmd without users being the same, but your PC
environment (i.e. classpath, path, etc) may not be
correct if they are not.)
Then execute the runrmtcmd from your iSeries and it
should work for you.
