PCL is an HP and compatible language only (which really is nto too much of a
limitation), whereas PS is more universal.  So, for the most part, it comes
down to the tools you are comfortable with.

As for the output, yeah, you don't need a driver to print, because PS/PCL IS
the language the print driver converts to.
