CPF3C17 Error

I am getting the below error from a RPGIV program that is using QtmmSendMail.
Does anybody have any idea what this error is really talking about.  I can find
some references to it(CPF3C17), but they are in relation to CGI, which I am not
doing.  The emails SEEM to still be sent fine.
