You are correct, but the error may be on the object you are trying to create. You do not have authority to it? Since it try's to copy all the security attributes and you do not have objmgmt authority, how can you copy the rest of the attributes? Fair point. My question has always been, though, that since you are not changing the "from" object, why should you need to have authority that, IIRC, allows you to change the text on it? Not that big a deal, but it always seemed strange to me.
