Yes, DST can be used for that.

You do a manual D-side IPL, and take the option for "Initialize System."

we pretty much innocently installed v5r2 on both the test and production
system at an account of mine. Turns out that v5r2 is paid for on the
production system, but due to a lot of indecision it is not paid for on the
test system.

now 45 or so days later, the test system displays a screeen saying to enter
the license key or be happy with a system that does not ipl.

Is this new to v5r2?  Does v5r1 have such a drop dead expiration date?

I've have tried a little bit to set the front panel to "04=ipl from cd" to
reinstall either v5r1 or v5r2, but I cant up arrow/down arrow to 04.

During a manual ipl, the panel that asks if you want to continue the ipl or
start dst does display.  Can dst be used to clear the disk and do another
install?
