Force vary off the tape drive might do it for you.  I had the same issue
months ago and that is what worked for me.

How do you, short of a power down, kill a job that wont end. I have an
interactive job that refuses to respond. I've tried ENDJOBABN. The job was
accessing a Tape drive that there is something wrong with. Now I can't get
it to go away.
