I cannot find any place on IBM's web site that talks about this, but there 
is still an article on the Ignite400.org site.  IBM developed some free 
tools that demonstrate the usage of their IFS API's.  They provide some 
things like CHGAUTALL and CHGOWNALL that recursively run the process on a 
set of files and subdirectories.

Just Google for CHGAUTALL and read the Ignite400.org article.  It contains 
the link to the download site from IBM.
