That only goes one level, it doesn't get all files in all subdirectories.
Only those in the level below the root you specify.

This works:
QSH        CMD('for autfil in $(find /law7d/*); do + 
             system  "CHGOWN OBJ(''"$autfil"'') +    
             NEWOWN(LAWTDADMIN)"; done')
