Thanks for the info, I have verified that as soon as you order a group PTF
the status changes to "Not installed" and the new PTF status changes to
either "On order only" or "Not found" depending on whether or not the order
actually goes through.

Why my system called in and "updated" the Group PTF status is still unclear.
Supportline has told me that an APAR has been opened and this behavior will
be "fixed" in the next release.

I have seen the same thing for the SAVE/RESTORE Group PTF.  The second I
ordered it via ECS, the Group PTF status shows Not Installed.  It will only
come current and to an Installed status once it has been applied.  

Let me know what you hear back.  I've got the same issue on a smaller scale.
