If you are using Windows 2000 service pack 3 and connecting to a machine
running V4R5, this is a known problem and here is the solution.
 
Make sure the following PTF's are installed - MF26320 and MF26538 (if
not, get them)
Run following commands on your 400:
  ENDTCPSVR *NETSVR

  CALL QZLSADFS (QZLSMUX$ '/qibm' x'00000005' x'00000000'
  'SA95732 - Windows 2000 SP3' x'00000002' x'ffffffff'
  x'00000000')

  STRTCPSVR *NETSVR

I had this occurring at a client site and fixed it right up, this info
came from apar MA26058
