Non-ILE RPG programs may or may not take advantage of the cycle. 
Likewise, ILE RPG IV programs also may or may not take advantage of 
the cycle. But all RPG programs (except for NOMAIN modules) use the 
cycle to some extent.

As far as I know, the only way to tell how a particular program uses 
the cycle is to look at the source code. Programs that contain 
primary and secondary files use more elements of the cycle than 
others. But technically, RPG programs still contain that implicit 
"DOW NOT *INLR;" loop even if you don't have any cycle file.
