Put a Q in front of the number on the chgusrprf or crtusrprf command.  Then
you can log on with just the number.

We are at QPWDLVL  0 on V5R1 and it's not allowing us to use a numeric
as the 1st character of a password.

 

Does this sysval have anything to do with that being enforced ?

if not....how (if possible) can a password start with a numeric.
