No, sending the "QUOTE PORT" command wouldn't help him.   Not unless he's
going to write a program that actually receives the file on the
address/port that he's just told the server to send to.

The PORT command is to be used by the FTP client to communicate
address/port info to the server, it's not for direct use by a human.
